Anonymous initialize and tools/list returned 200 with three read-only tools. Public quotas: 300 MCP requests/minute per IP, with shared IPv6 /64 limits; HTTP 429 includes Retry-After. Higher-limit free API keys are planned, not currently available. One anonymous get_targets call returned 16 target scopes without an MCP error; only this discovery action was exercised; no shell command was executed from a manual.
